He was sitting in his office the person who stood before him was.....he racked his brain geeze was he bored but this wasn't one of those times he could boot them down the glass elevator shaft and say 'Whoops' this was one of the Generals under the Diet Building and oh shit....Neo blinked as he held top of his glass swirling the almost surreal looking red fluid inside. His pointed black nails resting against the glass as he looked at the man whose eyebrow was twitching. Holding a state of 'complaints' filed with his office that this years Hunter's exam was unfair. Of course part of the problem as he sat there with his chin resting on the back of his hand was that one of the receptionists downstairs let the fool up here for one....and for two....he normally didn't see them or anyone for that matter with a few of the S Class with him. But he had told the poor girl downstairs to let the man up when he was threatening her just because she answered the phone didn't make her a Hunter.

The sound of the papers hitting his desk with a resounding boom echoing through his office down the elevator shaft and to the lower floors where everyone lived.....made Neo blink. "Mmm? Sorry General you were saying?" He said as he shifted his hand and took a drink which got the man to continue his triad all over again from the beginning. Wow...the man must of memorized it because this was his fourth run through the complaint word for word....It was cruel he knew it....to make this man repeat himself over and over again because he well didn't catch any of it. When in truth he heard it just fine the first time. But the kids were coming back from lunch any moment and the other three were out running errands for him.

Toki sighed as he walked up into the lobby and paused....blinking the glass elevator in the golden 'bird-cage' wasn't on the ground floor. "Hey that's odd....I thought he asked to be alone this morning to review some papers..." he said looking at the spot it should be. "Natsu....do you think one of the three cranks came back from there trip overseas a bit Early?" he said as he looked and stared. "Or did one of them at the front desk use the bypass key again to send someone up to torment him again?"

"NEO YOU BASTARD ARE YOU EVEN LISTENING TO ME!" A man's voice boomed down the elevator shaft and the poor Receptionist looked over at them.

"I'm sorry...I'm so sorry....General Yamamoto came and demanded and to speak with the Chairman and when I told him he was busy the man....he..." She shifted ringing her hands. "Then...then the Chairman bless his heart told me to go ahead and send him up...." She said as she hit the recall the elevator coming down gliding soundlessly to the ground to gather the two boys who she knew usually spent a great amount of time pestering the Chairman but Neo was always happy to see them.

Natsu had been ignoring most of everyone, not wanting to be stopped in the tower by anyone as he walked through the halls. He really wasn't fond of a lot of the other S ranks. They all acted too high and mighty. However, when he heard Toki speak to him, he looked over at the elevator, not having noticed at first that the elevator wasn't on the ground floor. "Huh...would you look at that..." he mused lowly before shrugging. "I doubt it. The last I heard from them, they said they wouldn't be back for another week..."

When he heard Ikki speak though, he turned his attention to her, who explained what was going on. Sighing, he shook his head. "Sometimes I hate our government...." he grumbled before he followed Toki to the elevator. "I bet you can guess why he's here...it has to be over that new A/0 rank..."

Neo sat there chin resting on the back of his hand and took a drink of his drink about the time the man screamed at him about listening. "Dear General whatever makes you think I'm not? Please as you were saying?" Neo said playing with the man.

"I said do you have any idea how many complaints came through?"

"Oh you have complaints? Is something wrong at the Diet Building?" Neo asked in a low lazy drawl.

"The Diet Building?? You weren't even listening to me! Damn't all Neo!" He said slamming his hands down on the desk and then froze when A dark aura radiated from Neo one promising soo much pain if his hands stayed where they were and he moved them off. Before continuing. Neo liked this desk...it took him a very long time to make it and it was a soft wood so such actions threatened to leave marks forever in the wood....The General went back to his ranting waving his hand about only now Neo had set his glass down and was running his hand over the wood....The thing about this desk? Natsu and Toki had picked out the wood and the design so it was special to him.

Toki sighed and stepped onto the elevator pulling out his card and swiping it then keying in the number code for the main office were Neo was as he and Natsu stood there, it began to go up when Natsu spoke about...He sighed nodding. "Yeah that one that both amuses and concerns Musa." he said on the elevator for Natsu and him alone around Neo it was fine to call him that but for the sake of not confusing everyone alive they called him Neo or one of Natsu's various nicknames for him.

Toki sighed as it began to go up the twenty one floors. "Oh yeah I can...no doubt the Government thinks they can take and come and make him redo the Hunter's exam this year after the final decisions have been made....But once the end date hits he won't change his mind....he'll give the same answer they can take it again next year...."

Natsu looked blankly out of the glass elevator as they traveled up the floors. "What was his name again?" he asked as he looked over at Toki. "You know, the old man still hasn't explained to me why that guy is such a problem. I've yet to meet him though...have you met him yet Toki?" he asked as he looked at his best friend.

Natsu snorted when Toki said that the General probably thought he could get Musa to redo the exam. "He has a better chance of getting it to snow in hell...Everyone knows the rules. Once the final decision has been made about the new recruits, no one can change the outcome of that year's exam results....I don't understand why the government thinks that it's going to change just because whiny brats complain to the government about the results..."

The General parched at the moment from all the yelling and talking fell silent and it was at that point Neo looked up at him and smiled. "Now General.....Yamamoto?" he drawled. "If you would so kind as to sit there and await two of my Hunter's arrival we'll be happy to help you with whatever concern's you have and if need be explain things to you...perhaps in a way you will be able to understand much better...." he said in a low tone basically implying that the man for all accounts was an idiot.

Toki sighed as he shook his head. "Umm Mugo I believe." He said as he looked they had passed floor fifteen and sixteen in a matter of moments. "I haven't not yet. Although I heard Yuki and Jun talking shortly after last years exam....apparently that A/0 went Ballastic on Neo at the end of the exam and attacked him full out. Neo wipped the floor with him and if his friends hand't pulled him back he'd be dead right now." Toki said watching the floors pass as they were going past 17 now. "Apparently he went nuts because of the 'Demon Game' within the challenge that put his comrade into a coma...after the guy passed the game. Musa held the guy by his hair leaned in and told him that he would let it go this time but next time...he would not be so merciful and that he should be happy both he and the one he was trying to protect had passed and ranked A/0." Toki said going over it he was usually privy to such things so was Natsu but Natsu's memory was full of holes like swiss cheese but....Toki treasured his friend regardless. "We were in Kyoto during that...."

The General looked at Neo clenching his hands as the other stood and looked out the window at the skyline drinking from his wine glass. "You bastard you haven't been listening to me at all..."

Natsu tipped his head at Toki's explanation of the events of the exam that allowed Mugo to pass. "Mm...I really don't see why Musa was so hard on the guy...he should have been more gentle...he's only an A/0 after all," he said as he looked back out of the glass, watching the floors pass by. "However...if the guy was brave enough to attack Musa, he's either crazy...or he's very confident in his power. The fact that surprises me even more is the fact that this Mugo person was treated so harshly by the old man and still lived...to me, it sounds like the guy is either really lucky...or was hiding his true potential from us all along..." he mused as he looked back over at Toki.

"Regardless of the reasons behind that guy's motives...the fact that he's still alive has me very interested in meeting him...I want to see why he's such a concern for the old man..." he said lowly as the elevator finally came to a stop on their floor and he stepped out as soon as the doors opened.

Toki nodded. "yeah." he said said in answer to him he didn't know why Musa left him alive. What he did know was that Musa had been incredibly hard on Mugo. What had he seen or not seen but known was beyond him. All he did know....was Neo had made a point of driving in his place in comparison to Mugo's at A/0.

Neo smiled as he watched them walk off the elevator. His 'son's' and Natsu had this thing with reminding him of his 'parental purpose' all the time. He looked over at them. "Natsu, Toki come on and have a seat. It would seem the Diet Building has a problem today." he said gesturing over at the man sitting there, and then as he took a drink of the tonic that kept his Chakra from becoming clogged up he gestured at the desk second....he'd have to find the papers he was working on all morning in that mess.... "This is General Yamamoto, and he has complaints." He said looking looking at the insanely messy pile of trash sitting strewn across his desk top. "As soon as your both comfortable we'll start....and please boys....treat him with the utmost care...he is a guest after all." He said meaning....the General was pushing it with Neo greatly and one more wrong move and he would be escorted out.

Natsu just sighed and looked away from him, ignoring his words about having a seat. "You're not supposed to be taking it easy old man, why the hell do we have to do your job for you?" he asked as he looked back at Neo, glaring at him. He sounded cold and hateful, but in reality, he was just complaining about being forced into being social with someone he had no desire to meet, let alone talk to personally.

Annoyed that he was forced into this situation, he moved to go stand beside Neo's chair instead of sitting down, and looked emotionlessly at General Yamamoto. "Are you serioulsy that dumb?" he asked as he looked at the general. "You come here to our home office complaining about paperwork you didn't even have to fill out? Give me a break..." he said, genuinely annoyed as he looked at the general.

"How many times do we have to explain it before you idiots understand? We won't change the results once the exam has ended. The rules have been explained since the beginning, but no one seems to listen," he ranted in a cold, but annoyed tone. "How hard is it to understand that once the final decision has been made about the new recruits, no one can change the outcome of that year's exam results, huh?"

The General blinked when this one chewed out Neo and Neo only smiled and shrugged slightly to the kid like 'Oops oh well your here now.' But didn't scold or yell at him. Toki walked over to the other side of Neo and took his place there.

"What's worse is you had the nerve to come in here threaten a civilian who merely answers the phones to get your way and then dump your trash in the office." Toki said shaking his head. "As if your actions will force some sort of change of the Rules. Rules which have been established and in place for the last ten years since the Association came into being and took over the old Guild."

Yamamoto stared as the boys gave him a lashing verbally where Neo had been making him repeat himself over and over again. Yamamoto stood up and pointed at the papers. "All 245 complaints say the same thing that they were eliminated unfairly in the second part of the phase."


"Oh dear and you believe them?" Neo asked lazily as he shook his head and sighed. "That was because they failed to follow simple orders. Neo said in a lazy but annoyed tone. "Every year I route out thousands of complaints about the exam. But usually either they fail it due to failure to follow the rules given or they are not physically capable of handling the challenge. Those who fail because they didn't follow the rules are still able to take the exam next year. Now keep in mind should they still not be able to follow rules they will still fail."

Neo looked at him. "Under the circumstances I will stand behind Mugo's choice to eliminate them. I License men and women who hold incredible power in there hands who are given jobs and have to be able to abide by the rules set out before them. If they can not follow a simple rule such as 'Land a Clean Hit within the time allowed' they are unfit.....I will not no matter what you have to say General reopen the exam this year. If they wish to take it again they will wait until next year like all others. " Neo said in a cold flat tone. "These two are prime examples did you know had they come up and I intoned that you were to be removed by any means nessary they would take great pleasure in following that order but as it stands I've asked them to treat you.....kindly for the moment. Do not push me further General...you will not like what I do to you."

General Yamamoto stood and glared at Neo. "Are you threatening me Neo? You sit up here thinking your untouchable but you can be brought down to your knees like any other man out there. I came here not because this is a request but an Order to reopen the Hunters exam. You are a government sanctioned operation and if given the order you are to do so..."

"No." Neo said in a firm but flat tone as his hand clenched and he narrowed his eyes. "Saigo no chansu......" he said in a sharp tone. "Think carefully before you speak.....We are backed by the Govenment's of the World. Not just Japan....So once again General...I will not reopen the Hunters exam...."


The General without no orders from higher ups as they did not want to loose the support of the Hunters, looked at him and spoke. "Very well Neo for failure to comply with an order issued by the Govenment you are Under arrest..."

Neo bowed his head and closed his eyes. "I am done with him." He said lowly coldly flatly.....

Natsu smirked as Musa said that he was done with the general and tilted his head to the side. "Oh...seems you've forgotten your place in this world...let me remind you why we're able to do the things your puny little military can't..." he mused as he moved, seeming to hardly shift his left foot before he vanished and reappeared on the other side of the desk behind the general, left arm out to the side as he pulled the invisible wire taught, summoning one of his Demon Marionettes to his side.

"With a single flick of my wrist, Gunta here will devour you in a single bite..." he mused as he stood there, right hand coming out to hold the giant heavy chain around the massive, low level demon hound's neck. "You don't want me to kill you, now do you?"

The General went wide eyed.....everything shifted as soon as Neo said....that he was done with him....He looked turning his head as the boy was no longer standing beside Neo but rather behind him without looking like he had moved and had said...'.let me remind you why we're able to do the things your puny little military can't...' General Yamamoto shook his head no. "No.....you were over there....what they say is true the Hunters are Monsters You are a disgusting defor....."

"Watch your filthy mouth!" Neo barked at General Yamamoto who paled and looked at him. "Turn those words to Natsu and I will be more then done with you...you will be dead....Natsu can control beasts of all sizes. It's one of his many talents." he said as that lazy drawl came back after the sharp intoned anger. "He's simply following an Order General considering your so fond of them you should realize the importance of that."

Toki thought didn't flicker he walked slowly as his hand began to become incased in ice. "So sorry General but you are the one who ignored Neo when he told you it was your last chance." He said lowly as the General looked between them and went to move towards the elevator.

Neo gestured with his hand and all of the papers floated into the air cycling fast and only those with his handwriting the payroll for everyone in the Association landed neatly on his desk the rest of the trash returned to the General who took the papers staring horrified as they floated about.

"Let me make something perfectly clear General....we do not obey the Government. We have contracts with the Government and multiple other places as well....but you? You have overstepped your bounds now listen carefully to Natsu's next question General Yamamoto your answer weighs your outcome today....but regardless I am done with you. There is nothing you can say at this point that will change your fate with me."

General Yamamoto slowly looked at the demon hound who looked seriously hungry and then at the boy who had the nasty scar ignoring the other who stood before the desk between him and Neo. They were....protecting Neo. "I'll leave I'll go..."

Natsu held the chain very loosely, didn't really need to hold it all really. The chain was merely for show at this point. He looked at the general as he stood there and spoke lowly, "Careful what you say about Hunters...I'm sure you can see that we're very powerful people..." he said as he gestured up towards the drooling, snarling giant that he called Gunta. "I'm a very understanding person, but if you threaten my 'father'...I'm going to make sure you'll never want to come back..." he warned lowly as he looked up at Gunta and then back down.

"Now...think very carefully about your next few words. I'm going to ask you a question, and you're going to respond after taking a moment to think about your response wisely. If your answer isn't correct, I may let little Gunta here eat you," he explained in a cold tone. "Now...Who do we Hunters work for now that you've been reminded of your place? he asked calmly as he put a hand on Gunta's muzzle, who suddenly hushed and put his ears back, calming down as Natsu began to pet the large demon hound's nose.

General Yamamoto stood there fear gripping at him and as Gunta quieted a mere touch from the boy with the scar he paused hearing his question if he answered wrongly he could be fed to the dog and what was that rule that they all learned....oh right....the Hunters had a license that allowed them to kill without being arrested for it because of the nature of there job. Regardless of who it was that they killed. He racked his Brain quickly as he tried to remember everything he heard. The Hunters across the board worked for others but in the end only one man....held absolutely power over the entire Association as such many in the Diet Building and other Governments called him....'Emperor Neo....' He looked at the boy who had just said that if he threatened his 'father' "Neo....The entire Hunter Association follows the rules of the man known throughout the government as Emperor Neo....."

Neo sat down and once again rested his chin on his hand swirling the drink in the glass oh how he detested the taste of it but right now the General had put him in an even more sour mood then usual. Although at 'Emperor' he snorted. He was no such creature he was the head of Association though.

Toki narrowed his eyes as he stood there still a solid force between Neo and the General un-moving. This fool of man had no idea at all what Neo had done ten years ago what he still did to this day and why the entire S Rank would stay here at home office as much as possible to keep him safe. Because Neo sacrificed himself for all of there pathetic lives. And they tended to call him a horrible person they had no idea at all.

General Yamamoto looked at Natsu as it occured to him that Natsu had called him 'father' and looked between him and the boy, boys trying to avoid looking at the great big hungry demon hound who only quieted because Natsu was touching him. "Father?? But he's only what four years older then you? He can't possibly be your father..."

Neo sighed as he paused with the glass before his lips. "He is my Son." Was all the more he'd say. He also cared for Toki as well as if he was part of the family a son to him as well it didn't matter there age they had just been little boys when fate gave them to him.
